The Government has unveiled a major road development programme for the 2026/27 financial year, targeting the upgrading of 826.8 kilometres of national roads and rehabilitation of another 359.5 kilometres across the country.Works and Transport Minister Fred Byamukama told Parliament that 13 road projects will be upgraded to tarmac, while five national roads will undergo rehabilitation, subject to availability of funds.
Key roads targeted for upgrading include Katine-Ochero, Kumi-Ngora-Serere-Kagwara, Karugutu-Ntoroko, Mbale-Nkokonjeru, Karenga-Kapedo-Kaabong, Jinja-Mbulamuti-Kamuli-Bukungu, Kitgum-Kidepo, Nebbi-Goli and Laropi-Moyo-Afoji.The five roads earmarked for rehabilitation are Mbarara-Ibanda, Mbarara-Ishaka, Nebbi-Arua, Ntungamo-Kagamba-Rukungiri and Gulu-Atiak-Nimule.
Works will also be undertaken on Masindi Port Bridge and Karuma Bridge.Government also plans to tarmac selected urban roads, rehabilitate 161km of community access roads, improve roads in Moroto and Nabilatuk to support cement production, and construct seven bridges on district and community road networks.However, Byamukama warned that road maintenance remains severely underfunded.
Government has allocated Shs326 billion for national road maintenance in 2026/27 against an estimated requirement of Shs807 billion.The minister also highlighted delays on some projects, including Kayunga-Bbaale-Galiraya, which is only 3.8 per cent complete, and Kabale-Lake Bunyonyi-Kisoro-Mgahinga, at 2.13 per cent. Rising compensation costs, climate-related damage and inadequate maintenance funding were cited among the major challenges.

Beyond roads, Government expects to extend passenger train services between Kampala and Jinja by December. It has also committed Shs446 billion to expanding Uganda Airlines, including plans to acquire 10 additional aircraft and introduce direct flights to Accra and Kigali.Tourism and transport stakeholders have welcomed the road programme, saying improved connectivity will boost tourism around Bwindi and Mgahinga and improve access to Kidepo National Park and communities in Northern Uganda.
