Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, has sparked debate after declaring that opposition politician Dr Kizza Besigye and former Kampala Lord Mayor Erias Lukwago will never be granted bail, insisting they must answer for their alleged crimes.
In posts on X dated September 15, 2026, Muhoozi stated that the two opposition figures would remain in trouble over separate cases linked to alleged treason offences.
However, bail decisions are made by courts, and his remarks do not determine the outcome of their cases.Muhoozi also disputed accounts that Besigye served as President Yoweri Museveni’s personal doctor during the 1981–1986 bush war, claiming that the late Dr Bata treated Museveni instead.
He further insisted that Besigye was receiving the best medical care in Uganda while in detention and threatened to arrest anyone who claimed otherwise.
Lukwago reportedly faces a charge of misprision of treason over allegations that he knew about an alleged plot involving Besigye and Obeid Lutale Kamulegeya but failed to report it.

Besigye, Lutale and UPDF Captain Denis Oola are also facing treason charges over an alleged plot to overthrow the government.The accused persons’ cases remain before the courts, and the allegations have yet to be determined through the judicial process
