Former Inspector General of Police Gen Kale Kayihura has called on Ugandans to respect opposition leader Col Dr Kizza Besigye, acknowledging his contribution to the country despite their past political and security-related confrontations.
Kayihura described Besigye as a former friend he first met during the 1981–1986 bush war, noting that Besigye also served as President Yoweri Museveni’s personal physician.“Dr Besigye was my friend since I first met him in the bush war. Surely we must respect his contribution,” Kayihura said.
The former police chief revealed that he tried to maintain a personal relationship with Besigye during his tenure as IGP from 2005 to 2018, despite their differences.Kayihura acknowledged that Besigye made mistakes but also admitted that he had made mistakes during his own career.
However, he defended some police actions against the opposition leader, arguing that Besigye sometimes acted provocatively during political confrontations.
“He made mistakes, there is no question about that. I made mistakes myself and owned up to them, but he too did,” Kayihura said.

His remarks come as Besigye continues to face a major legal battle following his arrest and return to Uganda from Kenya in 2024, with his detention and reported health challenges attracting calls from his family, opposition leaders and activists for his release and access to specialised medical treatment.
