A review of Parliament’s official Hansard records for May to July 2026 has revealed varying levels of plenary participation among National Unity Platform (NUP) legislators, with 20 of the party’s 48 MPs having no recorded contributions during the three-month period.
The review examined MPs’ contributions to plenary debates, where legislators discuss proposed laws, scrutinise government policies, debate budgets and raise concerns affecting their constituencies. However, it did not assess committee work or activities outside Parliament.
Among the MPs who featured prominently in the debates were Joel Ssenyonyi, Nakawa West MP and Leader of the Opposition, and Paul Mwiru, Jinja South Division East MP and Opposition Chief Whip.
Other legislators who reportedly spoke at least 10 times included Joseph Ssewungu, Patrick Nsamba Oshabe, Betty Nambooze, Charles Tebandeke, Betty Ethel Naluyima and Hassan Kirumira.

Those who recorded at least four contributions included Sheilah Amaniyo Draville, Jamali Ayagalachi, Andrew Kaluya Kiiza, Shamim Malende and Robert Maseruka.
Meanwhile, 20 NUP MPs had no recorded plenary contributions during the period, representing approximately 41.7 per cent of the party’s 48 legislators. Among them were Timothy Batuwa Lusala, Abubaker Kawalya, Abdallah Kiwanuka, David Lukyamuzi Kalwanga, Brenda Nabukenya, Denes Sekabira, Robert Ssekitoleeko and Francis Zaake.
The other MPs named were Jimmy Kanaabi, Ali Kasirye Nganda, Hakim Kizza Sawula, Abedi Nasser Mudiobole, Moses Musanje, George Musisi, Hussein Muyonjo and John Odwori. The report also highlighted that several first-term legislators appeared on the list.
The findings raise questions about recorded participation in parliamentary debates among NUP legislators. However, the absence of Hansard contributions alone does not establish an MP’s overall performance, since committee proceedings, constituency engagements and other parliamentary duties were not covered by the review.I can also make the headline more dramatic while keeping the article factual and suitable for publication.
