President Yoweri Museveni has reportedly authorised businessman Hajji Hassan Bulwadda to redevelop approximately six acres of land occupied by Nakivubo Settlement Primary School into a commercial shopping complex and a youth and women’s skilling centre.
Kampala Minister Minsa Kabanda reportedly revealed the plan during a Thursday inspection of the school premises attended by Bulwadda and state media journalists. The proposal has raised questions about the future of the government school and the protection of public educational facilities.
Kabanda also reportedly disclosed that more than 1.5 acres of the school land had allegedly been fraudulently transferred and titled in the names of rival developers.
She said the President had directed that those involved be investigated and prosecuted if found guilty.The reported redevelopment plan comes weeks after Museveni directed Kabanda to establish a stakeholders’ committee to assess Bulwadda’s proposed $125 million redevelopment of Kampala’s City Square.

While the projects are presented as opportunities for commercial development and skills training, questions remain about the future of Nakivubo Settlement Primary School, the protection of public land and the arrangements for learners if redevelopment proceeds.
