Chief of Defence Forces Gen Muhoozi Kainerugaba has announced plans to dissolve the Presidential Advisory Committee on Exports and Industrial Development (PACEID), escalating his public confrontation with its chairperson, businessman Odrek Rwabwogo.
In posts on X on August 28, 2026, Muhoozi said PACEID’s functions and budget would be taken over by Operation Wealth Creation. He also accused Rwabwogo of criminal conduct and warned that he would soon be arrested.Muhoozi further said Rwabwogo should not expect protection because he is married to Patience Museveni Rwabwogo, adding that he does not recognise him as his brother-in-law.
However, questions have emerged over Muhoozi’s authority to dissolve PACEID. Rwabwogo has argued that the committee was established by President Yoweri Museveni in 2022 under the Office of the President, meaning its mandate can only be terminated by the President. The government had not publicly confirmed the dissolution by the time of publication, leaving PACEID’s legal status uncertain amid the escalating dispute.
