Chief of Defence Forces Gen Muhoozi Kainerugaba has announced the dissolution of the Presidential Advisory Committee on Exports and Industrial Development (PACEID), escalating his public dispute with its chairperson, businessman Odrek Rwabwogo. In posts on X on August 28, 2026, Gen Muhoozi said PACEID would be dissolved and its functions and budget taken over by Operation Wealth Creation. He also issued a warning to Rwabwogo, accusing him of criminal conduct and saying he would soon be arrested.“As Deputy Commander-in-Chief of the Armed Forces, I will arrest the criminal Odrek soon and bring peace to our people,” Gen Muhoozi wrote.
Muhoozi further warned Rwabwogo not to expect protection because of his marriage to Patience Museveni Rwabwogo, saying he does not recognise him as his brother-in-law.The announcement has triggered a dispute over whether Gen Muhoozi has the authority to dissolve PACEID.
Rwabwogo has argued that the committee was created by President Yoweri Museveni in 2022 and placed under the Office of the President, meaning only the President can terminate its mandate.PACEID has also rejected allegations of illegality and misuse of public resources. The controversy has now drawn significant public attention to the organisation, Rwabwogo’s role and the relationship between members of the First Family. The government had not publicly confirmed the dissolution by the time of publication, leaving questions over PACEID’s legal status and the next step in the escalating confrontation.
