A dispute has emerged in Kiryandongo District after Chief Administrative Officer (CAO) Anselm Kyaligonza reportedly declined to appoint Dr. Joshua Malo as Acting District Medical Officer (DMO), despite instructions attributed to Minister Balaam Barugahara.
The matter has drawn attention to the proposed appointment, with the CAO reportedly raising concerns about Dr. Malo’s eligibility and the possible legal implications of proceeding before the issues are clarified.
In a letter dated October 13, Kyaligonza reportedly wrote to Balaam seeking guidance on the matter. The CAO is said to have explained why he was hesitant to act on the minister’s instructions without first establishing whether the proposed appointment complied with the applicable public service rules.
The concerns reportedly stem from Dr. Malo’s previous employment history. Information cited in the correspondence indicates that he was dismissed from public service and allegedly barred from holding public office for ten years, running from June 7, 2018, to June 6, 2028.

The documents referenced in the dispute also reportedly indicate that Dr. Malo was convicted in a case handled by the Anti-Corruption Division. These claims have raised questions about whether he is eligible to take up the Acting District Medical Officer position while the reported restrictions remain in force.
Kyaligonza is reportedly concerned that appointing Dr. Malo without resolving these issues could expose him and the district administration to legal or administrative consequences. His decision to seek guidance suggests that he wants the concerns addressed before taking further action.
The development also highlights the challenges that can arise when ministerial instructions intersect with the responsibilities of district officials. While ministers may provide direction, public appointments must also be handled in accordance with the relevant laws, regulations and eligibility requirements.
It remains to be seen how Balaam and the relevant authorities will respond to the CAO’s concerns. Clarification of Dr. Malo’s employment record and eligibility will be central to determining whether the proposed appointment can proceed.
