Senior presidential adviser and former minister Hajji Abdul Nadduli has expressed optimism that veteran opposition leader Dr Kizza Besigye could regain his freedom soon, claiming that negotiations led by Gen Salim Saleh are aimed at resolving the matter.
Nadduli reportedly said the discussions had been taking place for several weeks and expressed confidence that Saleh, President Yoweri Museveni’s brother, could help find a solution. However, Besigye’s release has not been officially confirmed, and the negotiations have not been reported as having reached a final agreement.
According to the report, Prof Ogenga Otunnu, an academic based in the United States and an adviser to Saleh, is coordinating a six-member team involved in the discussions. He reportedly believes that political engagement could help resolve the dispute surrounding Besigye’s continued detention.

The report further states that the proposed discussions are intended to address the cases involving Besigye, his aide Obed Lutale and Captain Denis Oola. Lord Mayor emeritus Erias Lukwago is also mentioned as someone whose situation could be considered in the wider reconciliation efforts.
Besigye and Lutale were arrested in Nairobi, Kenya, on November 16, 2024, and later faced legal proceedings in Uganda. The continuing case has attracted public attention, with supporters raising concerns about Besigye’s detention and access to medical treatment.
However, the proposed political approach has not received unanimous support. People’s Front for Freedom spokesperson Harold Kaija reportedly said Besigye wanted a full trial that would give him an opportunity to demonstrate his innocence rather than rely on a behind-the-scenes arrangement.
Besigye’s wife, Winnie Byanyima, has called for the authorities to respect his right to apply for bail, saying his health needs urgent attention. According to the report, the family wants him to access treatment abroad before returning to face the legal proceedings.
Other political figures, including former MPs Odonga Otto and Augustine Ruzindana, reportedly support efforts to find a resolution, while Kampala Central Mayor Salim Uhuru has called for reconciliation to extend to other political prisoners. For now, Nadduli’s prediction that Besigye will be free soon remains a claim rather than a confirmed outcome, as the legal process and any negotiations continue.
