A high-level dispute has emerged at Uganda’s Insurance Regulatory Authority (IRA), with Chief Executive Officer Alhaj Dr. Ibrahim Kaddunabbi Lubega turning to Senior Presidential Advisor Gen. Caleb Akandwanaho, also known as Gen. Saleh, in a bid to secure intervention over his contested contract renewal.
In a letter dated May 29, 2026, Kaddunabbi raised alarm over what he described as coordinated efforts by the Permanent Secretary and Secretary to the Treasury, Ramathan Ggoobi, to frustrate the extension of his tenure at the helm of the regulator.
He warned that the situation had escalated into deep uncertainty regarding his continued leadership, coming at a time when his current contract was nearing its expiry within days.
Kaddunabbi specifically appealed to Gen. Saleh, arguing that the matter had reached a level that required direct involvement from a senior political figure capable of ensuring what he called a fair and balanced resolution.
He also referenced an earlier engagement with Gen. Saleh on April 22, 2026, where he claims the two discussed the leadership transition issue and reviewed supporting documents outlining his concerns.
In his appeal, the IRA chief proposed that a mediated dialogue be convened between himself and the Treasury leadership, suggesting that a meeting chaired by Gen. Saleh could help defuse tensions and restore cooperation.
The outgoing CEO further emphasized his long-standing service to government and alignment with the ruling National Resistance Movement, presenting his record in the insurance sector as evidence of commitment and contribution to national reforms.
The unfolding standoff has now placed renewed attention on leadership succession at the Insurance Regulatory Authority, sparking wider debate on governance processes and the management of top public sector appointments.
