Principal Judge Lady Justice Jane Frances Abodo has lauded the Judiciary’s Small Claims Procedure (SCP) for transforming the way ordinary Ugandans access justice, describing it as a cornerstone in the institution’s broader reform agenda.
The SCP enables citizens to resolve monetary disputes under 10 million shillings within 30 days, without the need for legal representation. The streamlined approach has not only sped up dispute resolution but also brought courts closer to the people they serve.
Speaking at the launch of the 2025 SCP Report during the gala at the Judiciary Headquarters in Kampala, Justice Abodo highlighted that the procedure’s success enhances the Judiciary’s public image and strengthens service delivery across the country.
“Through the Judiciary Transformation Agenda and our Fifth Strategic Plan, we committed to improving court processes, reducing delays, and expanding access to justice. This year’s SCP performance reflects these goals in action,” she said, praising the progress made under the initiative.
Justice Abodo also commended Justice Geoffrey Kiryabwire, Chairperson of the Small Claims Procedure Implementation Committee, and his team for their exemplary leadership, which she said has been pivotal in achieving these outcomes.
Justice Geoffrey Kiryabwire welcomed the Principal Judge into the SCP “fraternity,” urging her to serve as a vision bearer for the program. He recounted the program’s 14-year history, noting milestones including its first major recovery of Shs1.5 billion and recognition as Uganda’s Best Innovation in Public Service in 2013.
Data shared during the event highlighted the SCP’s impact: 5,776 claims were filed under the procedure during the year, nearly five times the 1,461 claims filed through the regular court track. Acting Chief Registrar Her Worship Pamela Lamunu emphasized that these numbers represent tangible benefits for citizens, from school fees recovered to livelihoods restored.
From its modest beginnings with six pilot courts, the SCP has now expanded to 223 courts nationwide. Several courts and individuals were recognized for their exemplary performance under the program in 2025, including Tororo, Masindi, Rukungiri, Buikwe, Pader, and Arua courts, as well as outstanding staff member Mr. Robert Katwesigye, illustrating the widespread impact of the initiative.
