The Uganda Law Society (ULS) has made fresh appointments to its Council, ushering in new leadership under the Radical New Bar. Advocate Ssali Babu has been named Acting Secretary, while Advocate Lule Alexander has been appointed Acting Council Member for the Central Region. Both appointments take effect immediately and will run until the next Annual General Meeting.
These changes were reached following a resolution by the ULS General Meeting held at Imperial Royale Hotel in Kampala. During the meeting, former office bearers Phillip Munaabi (Secretary) and Geofrey Turyamusiima (Central Region Representative) were censured and removed from their posts.
Advocate Ssali Babu is an experienced conveyancing and litigation specialist as well as a partner at Nsubuga K & Co. Advocates. He is also the Secretary General of the Central Motor Club and a passionate community advocate. Based in Mukono, he has championed projects that help farmers resist land grabbing and adapt to climate change. His reputation for integrity and service makes him a strong addition to the Council.
On the other hand, Advocate Lule Alexander, founder and managing partner of Xander Advocates in Masaka City, is well known as a human rights defender and litigation expert. Since late 2024, he has served as the Leader of the Greater Masaka Bar, a ULS chapter, where he has worked to unite lawyers in the region.
In June 2025, Lule attracted national attention when he led a sit-down strike to protest judicial understaffing and case backlogs at the Masaka High Court Circuit. His activism prompted a meeting between the Judiciary’s top leadership and the ULS Radical New Bar Governing Council, which led to concrete reforms.
Among the outcomes were the appointment of an additional resident judge, the resumption of timely civil hearings, two plea bargaining sessions at Masaka Main Prison, criminal sessions in Sembabule, Kyotera, and Kalangala, and a government pledge to operationalize Rakai High Court in the next financial year.
The ULS Council congratulated both advocates, expressing confidence in their ability to promote accountability, professionalism, and reform within the Society.
These appointments are being seen as an important step in strengthening governance at ULS and ensuring better representation of its members across the country.
With their combined expertise and proven leadership, Advocates Babu and Lule are expected to inject fresh energy into the Council and uphold the mission of the Radical New Bar.
The legal fraternity and wider public will be watching closely as the two begin their new roles, with hopes that their leadership will inspire meaningful change and further strengthen Uganda’s justice system.
